Does positive nitrogen balance really build muscle, even in a deficit?

Hey guys, so I have been researching a lot lately on the idea of "body re composition," or eating in a slight deficit but still building muscle due to positive nitrogen balance. The data out their seems to be incredibly mixed. I was under the influence after watching Jeff's video on the topic (and here again in a more updated video) that it is in fact able to be achieved. However, after viewing Scott Herman's video covering the same idea, he states that even in positive nitrogen balance if a caloric surplus is not achieved then muscle building will not take place. I am interested in hearing your guys thoughts and experiences on this subject, and if you believe it is achievable.
