Is building legs impossible for some people?

Hey, first of all im a newbie, watching some videos few days back i came across a comment that had 100s of likes, it said "If you are an indian just give up" needless to say the video was about how to build bigger legs, so my legs have always been skinny as hell, like freakishly skinny, my question is do those people that say they work out every day squats etc and still have skinny legs say the truth? Should i not bother at all? Is genetics that much of a factor in building legs, is there a difference scientifically between building upper body muscles and lower ones? Never got to bodybuilding seriously but ive mostly worked out, some weight lifting etc and ive only seen improvement in the upperbody, but im guessing its cause im not trying hard enough when doing legs cause i always feel so tired doing them, thanx in advance!!!
